Prof. Franks is Professor of Genetic Epidemiology and Head of the Genetic & Molecular Epidemiology Unit at the Department of Clinical Sciences at Lund University in Sweden. He is also Professor and Chair in Translational Precision Medicine at the Precision Healthcare University Research Institute, Queen Mary University of London. Prof. Franks chaired the 1st and 2nd International Consensus Reports on Precision Diabetes Medicine (Chung et al, Diabetes Care, 2020; Tobias et al, Nature Medicine, 2023), the Reporting Guidelines for Precision Medicine Research of Clinical Relevance (Lim et al, Nature Medicine, 2024) and is co-Chair of the NIDDK Heterogeneity of Diabetes Initiative (Cefalu et al, Nature Medicine, 2024). He is also an Executive Committee Member of the Precision Omics Initiative Sweden (PROMISE).

Dr. Lim is also a Clinical Associate Professor (Honorary) at the Department of Medicine & Therapeutics, The Chinese University of Hong Kong, a Senior Research Associate (Honorary), Asia Diabetes Foundation, Hong Kong, and an Honorary Researcher at the Baker Heart & Diabetes Institute, Melbourne, Australia. Dr. Lim has served as a Technical Expert of the World Health Organization (WHO) Global Diabetes Compact since 2021. Dr. Lim is also Vice President of the Malaysian Osteoporosis Society (2022-2026), Council Member of Diabetes Malaysia (2023-2025) and Council Member of the Malaysian Endocrine & Metabolic Society (2022-2026).

Dr. Jennifer Sargent is a consultant in areas spanning precision medicine to public and global health, as well as supporting and implementing diverse, equitable and inclusive research. Jennifer has deep interests in reducing health disparities, both globally and within countries. She works with a range of clients including inter-governmental organisations and academic and philanthropic sectors. Jennifer has worked at the World Health Organization in the Department of Noncommunicable Diseases. She has over a decade of editorial experience with international acclaimed medical journals, including The Lancet, Nature Medicine and Nature Reviews Endocrinology and is the inaugural Editor-in-Chief of Metabologia, a journal of the European Association of the Study of Diabetes. Jennifer completed her undergraduate and Honours studies in biochemistry at the University of Queensland (Brisbane, Australia) and earned her PhD in genetics from Dartmouth College (Hanover, NH, USA) prior to doing postdoctoral studies in immunology at the National Institutes of Health (Bethesda, MD, USA).
Prof. Raghib Ali

Prof. Raghib Ali is the CEO, Chief Investigator and Chief Medical Officer of Our Future Health, the largest health research programme of its kind in the world with over 2 million participants. His main research interests are in health inequalities and specifically in improving understanding of the causes of non-communicable diseases in neglected populations – in the UK, India and the Middle East. He has been involved in population health research since 2004 nationally and globally, working firstly on UK Biobank, then leading studies of cancer incidence by ethnic group in England and India from 2005 to 2013 and established the UAE Healthy Future Study in 2014 which focuses on understanding the causes of common chronic diseases including obesity, diabetes and cardiovascular disease. He was awarded an OBE in the Queen’s Birthdays Honours 2022 for services to the NHS and the Covid-19 response and elected as an Honorary Fellow of the Faculty of Public Health, ‘the highest accolade the Faculty can bestow and is awarded to those who have given exceptional service to the science, literature or practice of public health’ in April 2023.

Her work has focused on improving genomic representation of Middle Eastern and other underrepresented populations through national and international initiatives spanning academia, biotechnology, and public health.

Assoc. Prof. Chotirmall is Vice Dean (Research), Provost’s Chair in Molecular Medicine and Associate Professor of Molecular Medicine. He is an internationally recognized clinician-scientist with an established track record of investigating endophenotypes of lung disease in Asian populations, applying his findings to optimize clinical care and enhance bedside precision. His work includes studying complex pulmonary infection and the microbiome using next generation sequencing approaches in chronic inflammatory respiratory diseases such as bronchiectasis and COPD. A/Prof Chotirmall has received several recognitions for his work including the Royal Academy of Medicine of Ireland (RAMI) Doctor award on two separate occasions, the Royal College of Physicians of Ireland William Stokes Award for research, the NHG Research Impact Award and the National Medical Research Council’s (NMRC) Clinician-Scientist Award. He has delivered the 2024 Margaret Turner Warwick Lecture at Imperial College, London and the 33rd Seah Cheng Siang Memorial Lecture by the College of Physicians, Singapore. He remains an active respiratory clinician at Tan Tock Seng Hospital, Singapore and Editor at the American Journal of Respiratory and Critical Care Medicine (AJRCCM).

John is an academic public health doctor. He leads the Health Equity Evidence Centre which uses machine learning to create living maps of what works to address health and care inequalities. The centre produces evidence briefs, how-to guides and data to promote equity in primary care. John’s main research interest is interventions and policies that seek to promote health equity and reduce health inequalities, including so called intervention-generated inequalities in health care, health care workforce inequalities and national policies and strategies to address inequalities. He will bring expertise in how to design and implement equity-focused precision medicine practices and policies.

Prof. Yosr Hamdi is a biologist and researcher at Pasteur Institute of Tunisia. She is specialised in cancer genomics and precision medicine. She serves as an Expert in the World Health Organization (WHO) and member of the WHO- technical advisory Group on Genomics (WHO-TAG-G). She also serves as an expert in the Africa CDC´s genomics program. Pr. Hamdi is a member of several international consortia, including BCAC, CIMBA, H3ABioNet, and H3Africa. She started in the field of human genetics with the Human Genome Project in 2002, at Laval University, Canada. Pr. Hamdi is now leading the Genome Tunisia Collaborative Alliance (GTCA) Project and the PerMediNA Consortium (Personalised Medicine In North Africa) to define the reference sequences of African Genomes and to implement Precision Medicine in Africa.

Prof. Shahrul Bahyah Kamaruzzaman is a geriatrician and epidemiologist specialising in ageing research in Malaysia and Asia, Shahrul will contribute to the Lancet Commission on Precision Medicine by sharing data and strategies specific to the Asian context and identify best practices that can be adapted for other regions facing similar demographic shifts. Her focus on ageing research specifically dementia, in diverse populations will help address the unique challenges and opportunities of implementing precision medicine strategies, particularly in low- and middle-income countries.
Prof. Christian Kieling

Dr Kieling is a child and adolescent psychiatrist based in Porto Alegre, Brazil, working primarily on adolescent depression. He serves as Principal Investigator of the Identifying Depression Early in Adolescence (IDEA) Consortium, where they developed the IDEA-RS, a scalable sociodemographic risk score that successfully stratified the probability of developing depression in adolescence across longitudinal cohorts on five continents. He is currently involved in multiple digital mental health initiatives aimed at personalizing care. Previously, Dr Kieling served as one of the lead authors of the Lancet/World Psychiatric Association Commission on Depression.

Jose Leal is a health economist with over 21 years of research experience, specializing in evidence synthesis, economic burden and economic evaluation. His work spans a range of clinical areas including cardiovascular disease, diabetes, dementia, mental health, and musculoskeletal conditions, and draws on large-scale patient-level data from clinical trials, observational studies, and healthcare databases. Jose has developed widely cited costing frameworks that have informed public research investment across the UK and EU. He brings a strong interest in value-based pricing and the economic evaluation of personalized diagnostics and treatments, with a focus on generating evidence that supports policy and funding decisions.
Professor Fei Li

Fei has rich experience in clinical practice, as well as in the three-level prevention and treatment of Autistic Spectrum Disorder (ASD), Attention Deficit and Hyperactivity Disorder (ADHD), and their common comorbidities (such as eating disorders, obesity). Meanwhile targeting at the clinical barriers of these neurodevelopmental disorders, Fei carries out translation-driven scientific research with multidisciplinary approaches, such as neuroimaging, neurotoxicology, epidemiology, nutrition and so on. She has identified a series of risk factors of these disorders, illustrated their exposure-outcome mechanisms, found out biomarkers for early detection and intervention, and actively established and implemented a set of novel intervention programs based on the principle of “integration of medicine and prevention”.
Prof. Iscia Lopes-Cendes

Professor Iscia Lopes-Cendes is a physician-scientist specializing in genomic medicine and multiomic technologies applied to neuroscience. She earned her M.D. from the University of Campinas (UNICAMP) and completed both her M.Sc. and Ph.D. in Neuroscience at McGill University, Canada. Professor Lopes-Cendes played a pivotal role in establishing the Brazilian Initiative on Precision Medicine (BIPMed, www.bipmed.org) and LatinGen (www.latingen.org), leading efforts to pioneer genomic data sharing in Latin America. She currently serves as a member of the World Health Organization’s Technical Advisory Group on Genomics (TAG-G), where she contributes to shaping global policies on human genomics. Her pioneering research in population genomics has significantly advanced the implementation of genomic testing in the Brazilian public health system and informed the development of public policies for the care of patients with genetic disorders in Brazil.
Ms. Louise H Lyons

Ms Lyons leads a large Indigenous genomics research translation and policy program of work including identifying and addressing genetic and genomic health and research equity of access issues and barriers faced by Aboriginal and Torres Strait Islander peoples in Australia. This includes increasing access to precision medicine and advocating for the development of a national system for recording, collating and reporting the number of Indigenous Australians screened and enrolled in clinical trials and research. She is a proud Jaadwa woman from western Victoria, a traditional owner and member of the Barengi Gadjin Land Council. Ms Lyons has worked in both the mainstream and Indigenous health and research sectors for many years.

Dr. Misra is a clinician scientist and Wellcome Trust investigator and her research focuses on heterogeneity of early-onset type 2 diabetes, precision medicine in diverse populations and health inequalities. Dr. Misra is co-chair of the Precision Medicine in Diabetes Initiative and won the 2023 Precision Medicine in Diabetes prize from the EFSD & Novo Nordisk Foundation. Her clinical expertise in type 2 diabetes heterogeneity and treatment approaches alongside her leadership roles that have overseen implementation of precision medicine in clinical settings, bring a unique perspective to the Commission.

As a founding member of the H3Africa consortium she leads the AWI-Gen Collaborative Centre that aims to explore genomic and environmental contributions to cardiometabolic diseases in African populations. She is co-chair of the International Human Cohorts Consortium, and member of the African Population Cohorts Consortium and the WHO Technical Advisory Group for Genomics.

Richard Rosenquist Brandell is a Professor and Senior Physician in Clinical Genetics. He also serves as the Director of Genomic Medicine Sweden, a national infrastructure for implementation of precision medicine. By utilizing cutting‐edge molecular tools, his research has identified novel prognostic and predictive biomarkers in haematological malignancies, thereby improving patient risk stratification and clinical decision-making. Additionally, he has played a key role in the adoption of clinical whole-genome/transcriptome sequencing for patients with acute leukaemia. Rosenquist Brandell is a co-founder of Testbed Sweden Precision Health Cancer and serves as co-chair of the newly established Precision Omics Initiative Sweden (PROMISE).

Prof. Patrick Tan is the Executive Director of PRECISE (Precision Health Singapore), an organization leading Singapore’s National Precision Medicine program. He also holds a concurrent appointment as Dean-Designate of Duke-NUS Medical School Singapore, an educational partnership between Duke University (USA) and the National University of Singapore. Patrick has broad experience in precision medicine and cancer genomics, receiving the AACR Team Science award in 2018. He is a Board Member of GA4GH, Inc and an Advisory Board Member for the Qatar Precision Health Institute.

Nikhil Tandon is Professor and Chair of the Department of Endocrinology and Metabolism at the All India Institute of Medical Sciences (AIIMS), New Delhi. He has worked within the public healthcare system of India for 30 years as a clinician-researcher specializing in cardio-metabolic disease, and also at the interface between basic sciences and clinical/public health sciences. His group has conducted large scale epidemiology studies in children and adults evaluating the prevalence of cardio-metabolic risk factors and their associations. This includes the CARRS Cohort, a population-based urban cohort which was established in two Indian metropolitan cities in 2009. He is also the PI for the Young Diabetes Registry supported by the Indian Council of Medical Research, which has recruited more than 21,000 children adolescents and young adults from 205 centers across India.

Dr. Krystal Tsosie, an Indigenous (Diné/Navajo Nation) geneticist-bioethicist and recognized leader in Indigenous genomic data sovereignty, brings expertise in precision and U.S. Tribal health, bioethics and data ethics, and data governance. Currently an Assistant Professor at Arizona State University and co-founder of the first U.S. Indigenous-led biobank, the Native BioData Consortium, her research centers on responsibly engaging Indigenous communities in genomics and data science. She advances precision medicine through ethical, community-driven frameworks that respect sovereignty and promote equitable health outcomes.

Dr Miriam S. Udler is an endocrinologist at Massachusetts General Hospital (MGH), an Associate Professor at Harvard Medical School, and an Associate Member of the Broad Institute of MIT and Harvard. Dr. Udler’s lab at MGH and the Broad Institute studies the genetic contribution to metabolic diseases and clinical applications of genomic data. Her team has pioneered the development of partitioned polygenic scores to identify genetic mechanisms of disease and dissect clinical heterogeneity.

Maarten is a data scientist, trained as a statistician and epidemiologist, with a research focus on the development and evaluation of statistical methodology, with a particular interest in methodology related to the development and validation of prediction models based on machine learning and artificial intelligence. Maarten has had a leading role in several national and international methodological guidelines (e.g. Dutch AI guideline, PROBAST+AI) and has been involved in several international consortia. Maarten has served as associate editor with various prestigious methodological (e.g. Statistics in Medicine) and clinical (e.g. European Heart).

Stéphane’s research concerns health systems, health economics, and priority setting, with significant contributions toward incorporating dimensions of equity into the economic evaluation of health policies; and priority setting through the modelling of health benefit packages and intersectoral interventions, via applied economic evaluations. He currently chairs the Analytics & Metrics Community of Practice of the Research Consortium for School Health & Nutrition since 2021 and has been contributing to the World Bank’s Disease Control Priorities since 2009, most recently as a lead editor for the Universal Health Coverage volume of its fourth edition.
Dr. Giuseppe ‘Nick’ Giordano

Having practiced dentistry around the world for fifteen years, Nick shifted focus to academia, specializing in Public Health epidemiology and earning his PhD (Lund University, Sweden) in 2012.
Since then, Nick has co-led Work Packages and held leadership roles on the Managing Boards and Executive Committees of multiple pan-European projects and consortia, experience that makes him well placed to serve as the Executive Manager on this Lancet Commission.
Prof. Mayowa Owolabi
Nigeria
Mayowa Owolabi is director, Center for Genomic and Precision Medicine, University of Ibadan, Nigeria. He is a global leader in genomic epidemiology and use of data science for NCDs and brain health, with over 530 publications, over 250,000 citations, and a Google Scholar h-index of 120. He led the largest study of stroke in Africa to unravel its dominant risk factors. He is the principal investigator/multiple PI of several research and training grants (with >$90 million) including SIREN (with the largest neurobiobank in Africa > 170,000 samples) and GRASP (DS-I Africa) from NIH, USA. He is ranked among the top 1% of scientists globally (2026). He received the 2021 World Stroke Organization Global Award for Outstanding Contributions to Clinical Stroke Research. He is a member of the WHO’s Strategic and Technical Advisory Group on Mental Health, Brain Health and Substance Use, Lead Co-Chair, WSO-Lancet Commission on Stroke. He chairs The Lancet Commission on Neurorehabilitation He is a fellow of numerous prestigious Academies and a Member, National Academy of Medicine, USA and pioneer Chair, Nigeria Genomics Consortium. He is keen to contribute to developing global strategies and solutions for harnessing precision medicine for better health globally.

James’ research spans multiple areas of clinical trials methodology, including adaptive clinical trial design, analysis of composite endpoints, and use of external information to augment trials. He has a track record in both methodological development and application of novel methodology in real trials. For this Commission, James will be providing expertise in efficient and robust approaches to designing and analysing trials to enable precision health.
